The Members of the Committee have scrutinized the Presidents´ of Ukraine motions to the Law (Reg.№3344) adopted by the Verkhovna Rada of Ukraine on 25th of December 2008
As it is stated in the motions suggested by the President of Ukraine the Amendments to the Law "On Payment for Work Labor" contradict with the norms of Constitution and Laws of Ukraine, as "any expenses of the State on social common needs, the amount and ringfenced proceeds of the expenses are determined only by the Law on the State Budget of Ukraine".
The Presidents stresses that implementation from the 1st January 2009 of the compensation rate for the worker of the 1st grade will cause extra expenses of the State Budget of Ukraine at the rate 29,5 mlrd. grn.
President of Ukraine recommends that the Verkhovna Rada of Ukraine reject the Law "On Overcoming the Consequences of the Finance Economic Crisis in the Sphere of Social protection and Labor of the Citizen".
The Committee on Social Policy and Labor having scrutinized the President´s motions declared that the implementation of the minimum wages rates remains essential. Consequently, The Committee on Social Policy and Labor recommends the Verkhovna Rada of Ukraine adopt the Law "On Overcoming the Consequences of the Finance Economic Crisis in the Sphere of Social protection and Labor of the Citizen" in new revision.
